PODCAST – State-of-play on the Article 6 of the Paris Agreement

An interview with Andrei Marcu (ERCST)



This is an episode of the podcast series “Spot on Climate” of the Climate area of the Florence School of Regulation. In this podcast, Albert FERRARI discusses with Andrei MARCU, Founder and Executive Director of the European Roundtable on Climate Change and Sustainable Transition (ERCST). Andrei has been one of the corporate-sector pioneers in the area of climate change and carbon markets.

His organisation ERCST leads an Informal Forum on Implementation of Article 6 of the Paris Agreement. In particular, the forum brings together negotiators in an informal discussion to contribute towards arriving at a common understanding in achieving the Paris Agreement’s objectives.

More specifically, the episode focuses on Article 6 by discussing these issues. Firstly, it explores how the Parties to the Paris Agreement can engage in international cooperation under Article 6. Secondly. Andrei Marcu identifies the stumbling blocks of the negotiation process in view of reaching an agreement on the Paris Rulebook. Thirdly, the discussion continues on the roles the UK and Italy could play in clearing the way for an agreement at the next COP26 and on the implications of Article 6 for the linking of Emissions Trading Systems.

Article 6 of the Paris Agreement is meant to enhance the Nationally Determined Contributions (NDCs) ambition through international cooperation. Those NDCs correspond to climate plans highlighting actions, targets and policies to implement to contribute to global climate action.
